D2D - Outreach and Dissemination
Mobilising Data for Sustainable Development
The D2D Outreach and dissemination project is one of the 9 child-projects of the Akvo Data to Decision project.
Akvo's outreach and dissemination activities in the Data to Decision project focus on:
* Learning: workshops and learning between partners: work closely with its partner network to promote knowledge sharing
and learning.
* Supporting CSO's - evidence: further develop and implement its services in evidence-based lobbying and
advocacy.
* National WASH portals: building capacity around best practices and sharing examples and best practices from one region
with other regions.
* Open data standards: To build capacity with partners on open data, promote organisations to share their data openly and support reporting in line with IATI.
* Communication, outreach and media: To work closely with our partner network to promote knowledge sharing and learning.
A1 To organise and take part in physical meetings, training sessions and workshops.
A2 To organise events and track days where our partners can share best practices and experiences.
A3 To participate in key global WASH events, to support DGIS and the wider WASH agenda

D2D - Sustaining and scaling - Americas hub
Mobilising Data for Sustainable Development
The D2D Sustaining and scaling - Americas hub project is one of the 9 child-projects of the Akvo Data to Decision project.
Akvo supports a vast network of partners across East and West Africa, South and South East Asia, South America and the Pacific. Building on our experience in the WASH sector, we have commenced work across a range of new sectors, including sustainable agriculture, disaster response and climate change adaptation. The rapid expansion into new countries and sectors has delivered valuable lessons for improving our approach further. However, it takes time and resources to establish new partnerships and leverage the opportunities we are presented with.
The D2D activities of Akvo's Americas hub (offices in the USA) will focus on expanding our services in these countries to ensure we are reaching global coverage. This includes:
* Working with partners to capture data that is aligned with global and regional standards. At the global level this will focus on the Sustainable Development Goals and at the regional level this will focus on SIASAR, the regional information system for rural
water and sanitation.
* Acting as a core partner within the Lazos de Aqua 2 project to implement the use of Akvo Flow, Akvo RSR and Akvo Lumen as well are providing M&E support including activities around moving from data to decision-making.
* Strengthening our network in the USA.

* In Bangladesh, Akvo will focus on capacity building with NGOs and governments to help Bangladesh achieve the SDGs, especially SDG6 on WASH. Akvo will promote and support establishing a comprehensive dataset of water sources and mapping vulnerabilities. Focus will be on cities, small towns, school WASH and menstrual hygiene management.
* In Nepal, similar to in Bangladesh, Akvo will focus on capacity building with NGOs and governments to help Nepal achieve the SDGs, focusing on water quality in the Terai region; water availability in the mountainous regions and WASH services in cities and in schools.

* Climate change and resilience: strengthening and expanding partnerships to address climate change and resilience issues, including ensuring up-to-date data to deal with natural disasters in Pacific island states.

* National WASH monitoring and IWRM: improve and scale up national WASH monitoring, including building national WASH databases.
* Supporting fragile states: addressing the lack of reliable up-to-date information in the form of accessible national, regional, and local databases.
A1 To improve exchanging best practices and lessons learned between national and regional monitoring efforts
A2 To cooperate with national governments to build national WASH databases similar to the database developed in Ethiopia.

"The D2D Sustaining and scaling - West Africa Hub project is one of the 9 child-projects of the Akvo Data to Decision project.
Akvo supports a vast network of partners across East and West Africa, South and South East Asia, South America and the Pacific. Building on our experience in the WASH sector, we have commenced work across a range of new sectors, including sustainable agriculture, disaster response and climate change adaptation. The rapid expansion into new countries and sectors has delivered valuable lessons for improving our approach further. However, it takes time and resources to establish new partnerships and leverage the opportunities we are presented with.
The D2D activities of Akvo's West Africa hub (offices in Mali and Burkina Faso) will focus on three topics:
* WASH national monitoring and SDGs: complement and strengthen national monitoring efforts with Akvo tools, including monitoring water quality using Akvo Caddisfly.
* Integrated water and resource management: build local capacity to monitor IWRM.
* Water and food security: improving availability and quality of data to improve water management, food security, and support growth and job creation in rural areas, contributing to the Sustainable Development Goals."
A1 To conduct a number of pilots in 2017 introducing new Akvo tools such as Lumen and Caddisfly to complement and strengthen national monitoring efforts.

Mobilising Data for Sustainable Development
The D2D Akvo Software tools is one of the 9 child-projects of the Akvo Data to Decision project.
Akvo is promoting a sustainable, collaborative approach to solving development issues. We work hard to ensure our systems are being maintained, continuously improved and become well supported and embedded within partner organisations, leading to greater long-term benefits and high levels of sustainability. Over recent years, we have further improved existing and developed new open source tools that we will use in this program to support partners and national governments, to monitor and provide WASH services sustainably at scale.
Continuous maintenance and development of software is costly, and by sharing investment and improvements openly amongst our global partner network, we are able to sustainably provide services to our partners for a low fee. We believe this is vital, because our partners depend on this infrastructure and should be confident that the long-term investments to maintain and continuously improve the systems are secured.
Within the D2D Akvo Software tools project, we will focus on further developing and professionalising our set of tools, consisting of:

* Akvopedia
With a specific focus on ensuring we connect our tools best to our partners and build capacity to make best use of the tools.

Mobilising Data for Sustainable Development
The D2D Akvo Partner Services is one of the 9 child-projects of the Akvo Data to Decision project.
There is a pressing need for data and evidence to enable better monitoring and evaluation of development results. Understanding project processes and assessing project deliverables helps organisations, governments and other stakeholders learn and increase their accountability, effectiveness and efficiency. Many organisations and governments involved in international development however do not have the resources and capacity needed to design representative data collection schemes, or clean, analyse and use data associated with their work. Further, data is often collected using inconsistent methodologies and located in fragmented sources, which do not integrate well with existing government systems. A lot of data is being collected, but often not used. As a result, learning from data has become a low priority and there is a growing feeling of data fatigue across the international development sector.
To address these issues, Akvo offers services in close connection to its tools. The D2D Akvo Partner Services project consists of the following elements:
* Professionalise combined trainings on tools and services.
* Professionalise and extend the Akvo programme support and helpdesk.
* Further develop and professionalise Planning, Monitoring, Evaluation and Learning (PMEL) services and offer these to our partners.
* Develop and professionalise Data Science services and offer these to our partners.
* To develop a WASH survey library, within the Akvopedia portal.
* To investigate and develop good ways of getting data back to the communities where the data was collected.
A1 To provide training and support to ensure our WASH partners accross the globe have the knowledge, experience and confidence to take ownership for their data quality, ensuring greater sustainability and better long-term outcomes

Mobilising Data for Sustainable Development
"The D2D Partnerships project is one of the 9 child-projects of the Akvo Data to Decision project.
The activities within the D2D Partnerships project focus on maintaining and building new partnerships with national governments in the target countries and UN agencies, CSOs/NGOs and the private sectors that can support the delivery of sustainable WASH services in these countries. With the support of DGIS, Akvo will engage in regional partnerships to improve data sharing and monitoring processes for sustainable development.
Akvo has commenced discussions with the Sanitation and Water for All (SWA) monitoring taskforce, the Global Environmental Management Initiative (GEMI), the Joint Monitoring Programme of UNICEF and WHO, the African Ministers Council on Water (AMCoW), the Urban Water Hub and a number of regional water hubs and initiatives. Akvo’s global presence and network also places it in a unique position to engage further with the private sector and establish new and innovative consortia. Akvo will continue to collaborate, share and contribute to regional and global fora relating to open data and innovation in international development, disseminating the knowledge and expertise gained in its activities."

Mobilising Data for Sustainable Development
Since 2008, DGIS and Akvo have worked in partnership to create innovative solutions and improve knowledge management, transparency, monitoring and data sharing for sustainable development.
As the international community transitions to a new global development framework and an ambitious water, sanitation and hygiene (WASH) agenda, Akvo and DGIS renewed their partnership and will continue to work together to support this transition process in the Data to Decision (D2D) project.
D2D responds to the new “WASH Strategy 2016-2030” of the Netherlands Ministry of Foreign Affairs and focuses on
the transition period (2016-2020) described in the strategy.
The overall objectives of D2D are twofold:
• to support DGIS in its WASH activities; and
• to implement, boost and support other activities to reach the objectives laid down in the WASH Strategy.
D2D focuses on leveraging Akvo’s significant expertiseand partnerships to support DGIS in reaching its WASH policy objectives for sustainable development. This includes a specific focus on supporting knowledge management, monitoring and innovation throughout the current transition period spread under the following set of activity pillars:
• Partnerships;
• Enabling environment: services and tools;
• Sustaining and scaling operations in each of the 5 regional Akvo hubs
• Outreach and dissemination
• Project management
These objectives will be implemented across the DGIS target countries and via Akvo’s hubs in East Africa, West Africa, South Asia, South East Asia and Latin America. D2D started in April 2017 and will continue until December 2020.
This RSR parent project describes the general development in the Data to Decision project and hosts the monitoring framework for the entire project. D2D contains nine child-projects in which the activities on partnerships, services, tools, Akvo’s five regional hubs and outreach and dissemination are outlined and reported in detail.

Akvo supports the country team with Programme Monitoring & Evaluation (PME) support and shares its expertise in data collection and open data management to help lobby and advocacy efforts. Furthermore Akvo takes the lead in developing a PME & Learning framework to monitor and evaluate the country program results.
Akvo has over five years’ experience in strengthening the capacity of a wide variety of local or regional (non-)government organisations working on advocacy related to themes including water, sanitation, ICT, health, economic development, food security and education. The organisations all work on programmes designed to tackle chronic poverty and follow principles established by the Dutch Ministry of Foreign Affairs - so encouraging local accountability, co-financing and community financing and collaboration between local and regional partners.
Akvo strengthens partner’s capacities in using Really Simple online Reporting (RSR), Akvo FLOW data collection and monitoring, Akvo Open Aid and Akvopedia knowledge sharing platform. Akvo’s network consists of almost 2000 users that share the information of over 1900 projects with over 5500 project progress updates in an online database. The impact of their activities can be followed over time through narrative updates from partners in low and lower middle-income countries.
Akvo will work within Watershed to:
- transfer relevant lobby & advocacy experience to the country teams
- bring the country teams relevant (governmental) contacts and potential financing entrances as well as potential CSO partners;
- contribute in the country teams to the capacity building strategy (at first, and then execution) for lobby and advocacy;
- provide tools for monitoring and reporting, and train users in using them.
- lead the construction of the overall Watershed PMEL framework
- assist the country team to translate the PMEL framework into a country specific ones;
Many organisations do not have capacity for data management and therefor lack support of hard facts for there lobby & advocacy efforts. In many cases governmental decisions are not based on data-driven processes.
Akvo promotes sustainable data collection and monitoring for environmental and equitable development purposes. In this specific program our mere objective is to apply our tools for data collection that contributes to sanitation services and water management that avoid pollution, promote equality and assure fair distribution and nature conservation.

Dialogue and dissent for universal and sustainable WASH
Akvo supports the country team with Programme Monitoring & Evaluation (PME) support and shares its expertise in data collection and open data management to help lobby and advocacy efforts. Furthermore Akvo takes the lead in developing a PME & Learning framework to monitor and evaluate the country program results.
Akvo has over five years’ experience in strengthening the capacity of a wide variety of local or regional (non-)government organisations working on advocacy related to themes including water, sanitation, ICT, health, economic development, food security and education. The organisations all work on programmes designed to tackle chronic poverty and follow principles established by the Dutch Ministry of Foreign Affairs - so encouraging local accountability, co-financing and community financing and collaboration between local and regional partners.
Akvo strengthens partner’s capacities in using Really Simple online Reporting (RSR), Akvo FLOW data collection and monitoring, Akvo Open Aid and Akvopedia knowledge sharing platform. Akvo’s network consists of almost 2000 users that share the information of over 1900 projects with over 5500 project progress updates in an online database. The impact of their activities can be followed over time through narrative updates from partners in low and lower middle-income countries.
Akvo will work within Watershed to:
- transfer relevant lobby & advocacy experience to the country teams
- bring the country teams relevant (governmental) contacts and potential financing entrances as well as potential CSO partners;
- contribute in the country teams to the capacity building strategy (at first, and then execution) for lobby and advocacy;
- provide tools for monitoring and reporting, and train users in using them.
- lead the construction of the overall Watershed PMEL framework
- assist the country team to translate the PMEL framework into a country specific ones;
Many organisations do not have capacity for data management and therefore lack support of hard facts for there lobby & advocacy efforts. In many cases governmental decisions are not based on data-driven processes.
Akvo promotes sustainable data collection and monitoring for environmental and equitable development purposes. In this specific program our mere objective is to apply our tools for data collection that contributes to sanitation services and water management that avoid pollution, promote equality and assure fair distribution and nature conservation.
